Comment on the Fraser of Allander Institute Setting the Scene Report

The Fraser of Allander Institute has today (Friday 20 February 2026) published a scene setting report ahead of the Scottish Election which takes place on 7 May.

Commenting on the report, a spokesperson for Colleges Scotland said: 

“Today’s report clearly demonstrates the value of colleges as part of Scotland’s anti-poverty infrastructure. College education is keeping 15,000 people out of absolute poverty and 10,000 out of severe poverty, while delivering a £195 million net benefit to public finances. 

“Given the government’s national focus on lifting children out of poverty, it is especially significant that the report highlights the benefits to 250,000 children from the higher incomes earned by people with college-level qualifications.

“Colleges create opportunities that work. They disproportionately serve learners from some of Scotland’s most deprived communities and are a driving force for social good in every part of the country.”
