Earlier today the Scottish Government published the Report of the Independent Review of Community Learning and Development (CLD), which was led by Kate Still. The Independent Review began in December 2023 and was commissioned by the Minister for Higher and Further Education; and Veterans.

Colleges Scotland participated in discussions and submitted evidence to the Review – Colleges Scotland submission on CLD 2024. 

Shona Struthers, CEO of Colleges Scotland, welcomed the publication, saying, 

“This is a timely and welcome Review which presents some key findings and recommendations for the Scottish Government and providers, including colleges. Colleges would welcome a cohesive policy narrative on life-long learning with a clear, recognised role for colleges as a significant provider of further, higher and vocational education and training. We have also previously called for the Scottish Government to undertake a determined assessment of investment into all parts of the education system, so it is welcome to see this as part of the Recommendations. 

“I wholeheartedly agree with Ms Still’s well made point that Community Learning & Development can be really important for so many of our most vulnerable and disadvantaged individuals and communities in Scotland. Community Learning and Development is a vital part of Scottish society, providing opportunities for adult learners to gain qualifications and skills, creating life chances and leading people to jobs and success. 

“Colleges as civic anchors are providing access not just to teaching and learning but also to holistic support, valuable work placements with employers, and access to college sport and wellbeing facilities. The Review makes it clear that the vital provision of adult learning in Scotland must be valued and recognised by the Scottish Government and that action is required in some key areas.”
